2017 ISOE ATC Benchmarking Exchange for Radiation Protection
2017 ISOE ATC Benchmarking Exchange for Radiation Protection was held on October 25-27, 2017 in Maizuru of Kyoto and Tsuruga, etc. of Fukui, Japan. The Benchmarking Exchange, held for the first time as an alternative event to the ISOE ATC ALARA Symposia that had been held in previous years, was attended by a total of 27 participants from electric utilities and regulatory agencies, etc. of Japan and the Republic of Korea.

The first day of the benchmarking exchange, October 25, saw four presentations followed by a group discussion. The four presentations consisted of: gALARA Self-Evaluation Guideh by Mr. Koji Honjo of the Nuclear Safety Research Association (NSRA); gOverview of the Radiation Protection Plans by the Kansai Electric Power Company (KEPCO)h by Mr. Masashige Takaki of KEPCO; gActivities of the Working Group for Reducing Radiation Exposure (at the Takahama Nuclear Power Plant)h by Mr. Naoki Fukuda of KEPCO; and gEmergency Preparedness and Response from the IAEA Safety Standardsh by Ms. Hiroko Tezuka of NSRA/ATC. A group discussion then was held to share/exchange information and their opinions according to the ALARA Self-Evaluation Guide introduced by Mr. Honjo.

The second day, October 26, saw a site visit to the Takahama Nuclear Power Plant. The attendees divided into two groups entered the reactor building after being lectured by Mr. Takaki and Mr. Fukuda of KEPCO about emergency response arrangements, etc. for the plant. When entering the controlled area the attendees, equipped with APDs, wore work clothes, gloves, socks, and helmets. While in the reactor building many questions were asked by the attendees which were answered by the staffs of KEPCO. The attendees, after visiting the reactor building, discussed and shared their opinions, etc. in groups about what they found as good practices in the plant or recommended practices from their plants.

The final day, October 27, saw a visit to the Nuclear Power Training Center (NTC) and the Mihama Nuclear Emergency Assistance Center. At NTC the attendees observed some scenes of the actual training while entering the mockup control rooms with simulators, etc. At the Mihama Center the attendees observed the robots, heavy equipment, drones, etc., with demonstrations, that would be deployed in case of emergency.
